How to install 1023setup_400 utility on Windows 10 32bit?

The product of MSR1023 with the utility 1023setup_400 launched 20 years ago.
The utility was working with Windows 95; there was no later update software version released.
The only solution to work with the latest Windows OS systems is using Windows 10 32bit only compatible mode of 16-bit apps with the NTVDM feature.
Requirements:
1. The utility,1023setup_400, is attached to this ticket.
2. Prepare a Windows 10 32bit
3. Prepare an MSR1023
4. Prepare an setup card
